A state or city is based on social reality, that humans are a type of creature that needs each other to fulfill all their needs while the state is born based on the needs of the people. The purpose of this study is to determine how Imam al-Ghazali thinks about the theory and origins of a state. This study uses a literature review method with a qualitative approach, which utilizes various sources such as books, journal articles, magazines, online media, and other publications relevant to the origins of the state according to Imam al-Ghazali. The results of the study of the origins of the state according to Imam al-Ghazali are, starting from humans cannot live alone because humans are social creatures who were created cannot live alone and must need others for the survival of humanity. Al Ghazali said that religion and the state (state leader) are like two twins born from the womb of a mother. Both complement each other. Even Al Ghazali emphasized that politics (the state) occupies a very important and strategic position, which is only one level below prophecy. He also argued that the ruler is the shadow of God on earth (Zhill Allah Fi al ardh).
